Court Suspends ED's Look Out Circulars Against Gopal Kanda, Family In Supertech Money Laundering Case

A Delhi court temporarily suspended Look Out Circulars against Gopal Goyal Kanda. The LOCs, challenged by the Goyals, are linked to a money laundering investigation involving Supertech Ltd.

A Delhi court on Tuesday, 3 June, temporarily suspended the Look Out Circulars (LOCs) issued against businessman and former Haryana MLA Gopal Goyal Kanda, his brother Gobind Kumar Goyal, and son Lakh Ram Goyal for a period of six months, until 3 December 2025. The LOCs were linked to a money laundering investigation involving Supertech Ltd.

The three applicants had moved the Rouse Avenue Court seeking cancellation or suspension of the LOCs issued by the Enforcement Directorate (ED), news agency ANI reported. According to the pleas, the LOCs were opened in connection with a case tied to Supertech Ltd. and its promoter Ram Kishor Arora.

Gopal Goyal, also known as Gopal Kanda, had filed an application challenging the LOC after he was prevented from travelling to Singapore on 2 November 2023 at Indira Gandhi International Airport. His plea argued that the LOC was “illegal and unwarranted” as he had cooperated with the ED’s investigation.

The applications were heard by Special Judge Jitendra Singh, who had earlier granted the prosecution a final opportunity to respond. On Saturday, Special Public Prosecutor (SPP) N K Matta, along with advocate Mohd. Faizan, appeared for the ED and sought more time to file their reply.

The applications were initially filed on 28 May. According to legal records, the ED had already submitted a supplementary prosecution complaint on 17 January this year against the Goyal brothers, ANI reported.

Gobind Goyal’s application noted that although he was not explicitly named in the complaint, he feared an LOC had been opened against him by the ED. He pointed out that LOCs had already been issued against his brother Gopal and nephew Lakh Ram.

In a separate plea, Lakh Ram Goyal stated that he was not named as an accused in the ED’s complaint and had participated in the investigation process. He claimed he was stopped at an airport on 21 December 2024 while travelling from Goa to Bengaluru with his family, due to an LOC.

The money laundering case is linked with Supertech Ltd. and its director Ram Kishor Arora. A prosecution complaint was originally filed on 24 August 2023 and was transferred from the Rouse Avenue Court to Patiala House Court, which took cognisance of the complaint on 26 September 2023 and issued summons to Ram Kishor Arora, M/s Supertech Ltd., and others.

The supplementary prosecution complaint and arguments on the charges against the Goyal brothers are scheduled to be taken up by the court on 6 June.
