Why can't all states treat asymptomatic Covid-19 patients at home?

Delhi and Mumbai witnessed an explosion of Coronavirus (Covid-19) cases. However, most patients, who were asymptomatic were isolated and quarantined at their homes and did not have to go to the hospitals for treatment.

Why are certain cities and states not allowing home isolation and treatment of asymptomatic coronavirus patients? If this can happen in Delhi and Mumbai, why not other states? Listen to a few Covid-19 patients who were successfully treated at home.
