Why migrants are still on-foot to reach home? | Samvidhan Ki Shapath

Even after special trains and buses are being operated for migrant workers and stranded students amid lockdown, the workers are still walking on roads crossing borders to reach their native towns. A number of them after reaching their states have been tested Covid-19 positive. Are they becoming super-spreader?
