Countries That Openly Back Terrorism Are Rewarded: PM Modi Slams IMF Aid To Pakistan At G7 Summit In Canada

At the G7 Outreach Session in Canada, PM Modi reaffirmed India's stand against terrorism, urging strict global action against nations that support or promote terrorism.

Reasserting India's uncompromising stance on terrorism, Prime Minister Narendra Modi delivered a strong message to world leaders at the G7 Outreach Summit on Tuesday. Addressing the global community, he called for united and decisive action against those who fund, support, or harbor terrorism.

Speaking at the session hosted in Canada, Modi didn’t mince words: “For global peace and prosperity, our thought and policy must be clear — if any country supports terrorism, it will have to pay the price for it.”

He sharply criticized the global double standards often seen in international diplomacy. “On one hand, we are quick to impose all kinds of sanctions based on our own preferences. On the other hand, countries that openly support terrorism are rewarded,” he noted, sparking a moment of reflection in a room filled with the world’s most influential leaders.

Condemning the Pahalgam Terror Attack

The prime minister’s address came in the wake of the April 22 terror attack in Pahalgam, Jammu and Kashmir, which claimed 26 lives. India responded swiftly with Operation Sindoor, targeting terror bases in Pakistan and Pakistan-occupied Kashmir. Modi expressed gratitude to the G7 leaders for condemning the incident, and reiterated the need for a unified front against terror. Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal confirmed the prime minister's appeal via a post on X (formerly Twitter), highlighting his call for strict action against those who “promote and support terrorism.”

IMF Clears Funding for Pakistan Amid India’s Concerns

Prime Minister Narendra Modi indirectly targeted the IMF who cleared a Billion Dollars of funds for Pakistan after the Pahalgam Attack. On May 9, 2025, the Executive Board of the International Monetary Fund (IMF) completed the first review of Pakistan’s economic reform program supported by the Extended Fund Facility (EFF). The decision paved the way for an immediate disbursement of approximately $1 billion (SDR 760 million), raising total disbursements under the arrangement to around $2.1 billion (SDR 1.52 billion).

Additionally, the IMF approved Pakistan’s request for funding under the Resilience and Sustainability Facility (RSF), granting access to an extra $1.4 billion (SDR 1 billion). These developments have drawn quiet scrutiny in diplomatic circles, particularly in light of India’s vocal concerns about rewarding nations with ongoing links to terror networks.

Championing the Voice of the Global South

Beyond security concerns, Modi used the global platform to advocate for the interests of the Global South — nations often underrepresented in international decision-making.
“India sees it as its responsibility to bring the voice of the Global South to the global stage,” he stated, emphasizing that sustainable development must be rooted in inclusion, affordability, accessibility, and acceptability.

He underlined India’s commitment to inclusive progress through a series of international initiatives such as the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure, and the Global Biofuels Alliance.

On Renewable Energy, Technology & AI

Shifting focus to the future of energy and technology, Modi highlighted the paradox of artificial intelligence — a tool driving innovation, yet heavily reliant on energy. “AI, itself, is an energy-intensive technology. If there is any way to sustainably fulfill the energy requirements of a technology-driven society, it is through renewable energy,” he said. He contrasted the energy rivalries of the last century with the current era's need for technological cooperation, adding, “In the last century, there was competition for energy. In this century, we must cooperate for technology.”

India’s strides in democratizing digital access and taking a human-centric approach to tech were also spotlighted. Modi urged global leaders to address governance gaps around artificial intelligence, especially in areas like deepfakes. “Deep-fake is a cause of great concern. Therefore, water-marking or clear declaration should be made on AI-generated content,” he asserted.

A Moment of Unity with Global Leaders

Ahead of his address, Prime Minister Modi shared what he described as “productive” conversations with G7 leaders. He also posted a photo alongside them and other invited partners from the summit, writing: “Together for global progress! Productive exchanges with G7 leaders on key global challenges and shared aspirations for a better planet.” MEA spokesperson Jaiswal echoed this sentiment, calling it a “collective commitment to addressing global challenges and promoting common values.” 

The Indian leader was warmly received by Canadian Prime Minister Mark Carney upon his arrival — marking his first visit to Canada in a decade. Before leaving for the summit, Modi had already made it clear that he would be placing the Global South’s concerns front and center during his interactions with world leaders.
