THIS State Issued The Most e-Challans For Underage Driving
Data from India's Ministry of Road Transport shows that the UP Police issued just one e-challan for underage driving.

Minor Driving e-Challans: Minors being handed over the keys of motorised vehicles by parents has become a major nuisance. There is a reason that minors are not allowed to drive. They often lack the maturity and desired temperament to drive. This could lead to impulsive and rash driving. But the ban has not stopped parents from buying their children cars and bikes.
The Ministry of Road Transport and Highways informed the Rajya Sabha on Wednesday that in the last two years, 1,497 such e-challans were issued for underage driving. Furthermore, the total amount of these challans was ₹48 lakh.
Which State Had The Most e-Challans For Underage Driving?
Data shared by states on the ministry's portal revealed that the highest number of e-challans for underage driving were issued in Bihar. In a written reply to Congress MP Neeraj Dangi, Road Transport Minister Nitin Gadkari provided information on different states. In Bihar, 1,316 challans were issued in 2023 and 2024.
Only 1 Challan Issued In UP
According to a Times of India report, a total fine of ₹48 lakh was levied for underage driving in six states and union territories in the last two years, resulting in 1,497 e-challans. The report stated that Bihar had the highest accumulated amount of fine with ₹44.3 lakh penalties in total.
This was followed by Jammu and Kashmir with ₹1.4 lakh and Chhattisgarh with ₹1.3 lakh. In Uttarakhand, a fine of over ₹1 lakh was imposed for 22 challans, while in Uttar Pradesh, a fine of ₹23,150 was imposed for only one e-challan.
Provision For Challan Against Parents In Underage Driving Cases
Under the new driving rules formulated by the RTO regarding driving by minors, a challan of up to ₹25,000 be issued against the minor's father. If an accident occurs due to a minor driving a vehicle, the father may also face imprisonment.
This happened in the Pune Porsche accident case, where the police took the minor's father into custody.
