PM Modi To Address Joint Conference Of CMs, HC Chief Justices On Saturday — Key Things To Know

New Delhi: Prime Minister Narendra Modi will attend the Joint Conference of Chief Ministers of States and Chief Justices of High Courts' opening session on April 30 at Vigyan Bhawan in New Delhi, news agency IANS reported.

He'll also give a speech at 10 a.m. on Saturday to commemorate the event.

Justice NV Ramana, the Chief Justice of India, and Union Minister for Law and Justice Kiren Rijiju will also speak at the conference.

Numerous chief ministers are expected to attend, including Yogi Adityanath of Uttar Pradesh, Naveen Patnaik of Odisha, Mamata Banerjee of West Bengal, and Basavraj Bommai of Karnataka, news agency PTI reported.

Chattisgarh CM Bhupesh Baghel and Tripura CM Biplab Deb have arrived at the national capital to attend the conference.

Ahead of the conference, Tripura CM Biplab Deb said, "The meeting between PM, CMs, and Chief Justices will take place tomorrow after a long time. This will give strength to the civil and judicial system," news agency ANI reported.

Following the conference's opening, a series of working sessions will be held in which the chief ministers and chief justices will debate the agenda topics and try to achieve an agreement.

The Joint Conference brings together the executive and judicial branches of government to develop frameworks for delivering justice in a simple and convenient manner, as well as to examine the actions needed to address the system's challenges.

This joint conference is being conducted after a six-year hiatus, with the last one taking place in 2016. Under the e-Courts Mission Mode Project, the government since then has taken several measures to improve infrastructure and integrate digital technology into judicial procedures.

Speedy delivery of justice, reduced litigation pending time, and increased judicial vacancies are expected to be high on the agenda, as are the issues that the judiciary faces.

The court infrastructure and the decrease of pending cases will also be discussed.

CJI Ramana had proposed to the government a few months ago to establish a National Judicial Facilities Authority of India (NJIAI) to ensure appropriate court infrastructure, PTI reported.

The proposed organisation will serve as a clearinghouse for putting out the road map for the Indian court system's functional infrastructure planning, creation, development, maintenance, and administration.

There would be a governing board, with the Chief Justice of India as patron-in-chief, according to the proposal.

The NJIAI will also operate as a central body in putting out the road map for planning, construction, development, maintenance, and administration of functional infrastructure for the Indian judicial system, in addition to equivalent structures under all 25 high courts.

The government recently told Parliament that the proposal had been given to states for discussion since state governments play an important role in creating infrastructure for high courts and lower courts.

Earlier today, Chief Justice of India NV Ramana presided over the 39th meeting of Chief Justices of various High Courts throughout the nation.

Highlighting the issue of vacancies, CJI Ramana said, "Due to our collective efforts, we could fill 126 vacancies in various High Courts, in less than a year. We are expecting 50 more appointments. This remarkable feat could be achieved because of your wholehearted co-operation and commitment to the institution."
