Earlier, AAP in the national capital had levelled allegations that the Delhi government's one-time settlement scheme for redressing faulty water bills had hit a roadblock with the urban development secretary refusing to present the proposal before the Council of Ministers. The one-time settlement scheme intends to provide relief to water consumers of the Delhi Jal Board (DJB).
The scheme aimed to reduce water prices for 10 lakh people by issuing a new bill with a reduced amount based on a median reading of invoices issued over the previous several years.
On Monday, Arvind Kejriwal alleged that the officers are being threatened with suspension and arrest if they pass the one-time settlement scheme brought by AAP government, news agency PTI reported.
Speaking to reporters after Delhi assembly session, CM Kejriwal said, "The officers have alleged that they were threatened of being suspended and arrested by the ED and CBI if they took this scheme (one-time settlement scheme for water bills) to the Cabinet."
Calling it a "constitutional crisis," CM Kejriwal stated: "This is a constitutional crisis when officers are refusing to bring proposals to the Cabinet. Today, discussions on this matter were held, and the entire (Assembly) House has urged the L-G for his intervention in this."
In recent days, concerns regarding faulty water bills were raised at two events attended by Kejriwal. He assured the public that the government is actively working on addressing the issue and devising a settlement scheme.
