NRC-NPR Confusion: Who is leading the line of rumors?

A lot of confusions and rumors are going around over NPR, NRC and CAA. Protests turned violent in diffrent parts of Uttar Pradesh and other places. Question arises as to who is leading the line of myth, rumors and confusions among people especially muslims. People are standing in long queues to get their birth certificates and other documents.
