Chhattisgarh min gives explanation for calling Balrampur rape a 'small incident'

After getting caught in controversy, Chhattisgarh labour minister Shiv Kumar Dahariya explained his statement in which he called Balrampur rape a 'small incident'. He said that no rape is a 'small incident' and that people are trying to defame him by misconstruing his words.
