Mann Government’s New Land Pooling Policy: Empowering Farmers, Accelerating Growth

Punjab's Mann Government launches a new Land Pooling Policy, empowering farmers with voluntary participation, direct engagement with the state, and return of developed plots

Under the leadership of Chief Minister Bhagwant Singh Mann, Punjab is redefining progress; with development that uplifts its people, not sidelines them. The newly introduced Land Pooling Policy is a powerful step in this direction. It brings long-overdue dignity, transparency, and opportunity to the very backbone of Punjab’s economy — its farmers.

This progressive framework marks a clear departure from the past, ensuring that landowners are equal partners in growth, not passive bystanders.

What Makes the New Policy Revolutionary?

Freedom of Choice

For the first time, landowners have the right to say ‘yes’ or ‘no’. No land will be acquired forcibly. If a farmer chooses to participate, it will be voluntary and respectful.

Direct Engagement with Government

There are no private middlemen. Farmers deal directly with the state, ensuring fair terms, trust, and transparency in every transaction.

Return of Developed Plots

In exchange for pooling their land, farmers receive fully developed plots with essential infrastructure; roads, water, power, sewerage, and lighting, making the land far more valuable and usable.

 A Shield Against Exploitation

The policy is designed to eliminate land mafias and speculative developers, preventing underhanded deals and undervaluation.

Why It Matters for Farmers

Punjab’s farmers have long borne the brunt of industrial expansion , losing land, control, and security in the process. This policy flips the script.

  • Farmers retain control over their assets.
  • They gain access to urban-scale amenities on their returned plots.
  • There's no coercion, no pressure ; only partnership.

This isn’t just about land. It’s about reclaiming economic agency, preserving dignity, and ensuring that rural Punjab isn’t left behind as cities grow.

Boosting Urban Development — Without Displacement

The new land pooling mechanism also paves the way for planned, inclusive urban expansion. Housing projects and industrial zones can now be developed more efficiently and more ethically, with local participation at the heart of the process.

It’s development with consent, a principle that has long been missing.

Looking Ahead

With this move, the Mann Government is not only protecting farmers but also building a governance model rooted in fairness, equity, and shared prosperity.

This is what good governance looks like, forward-thinking, humane, and inclusive

Progress is real when no one is left behind.
Punjab’s growth now has roots in justice.
