'PM Missing' Pamphlet, Wanted To Replicate Bhagat Singh's Act: Police On Parliament Security Lapse Accused

Police said the accused were inspired from legendary freedom fighter Bhagat Singh and were willing enact his act from during the days of British rule.

Parliament Security Breach: Crucial details have come out in the last two days following a major security lapse incident inside Parliament coinciding with the 2001 terror attack anniversary that led to chaos during Lok Sabha proceedings on Thursday as well. Six persons planned to do what freedom fighter Bhagat Singh did decades back against the Britishers. Sagar Sharma, Manoranjan D stormed Lok Sabha on Wednesday while Neelam Devi and Amol Shinde led the charge outside the complex and 'mastermind' Lali Jha made their video and fled the spot.

Delhi police said the act was a "well-planned attack on Parliament" and police sources said Lalit Mohan Jha came to Kartavya Path Police station on Thursday evening where he was arrested and handed over to the Special Cell, reported PTI.

Police have filed terrorism charges under the stringent Unlawful Activities (Prevention) Act (UAPA) against four people arrested after two of them jumped into the Lok Sabha chamber and opened smoke canisters. According to PTI, eight Delhi Police personnel have also been suspended in the security lapse incident. 

Now, as the probe deepens, a police official said that a pamphlet reading "PM is missing and whoever finds him will get the money from Swiss bank" was recovered from the possession of the accused. Police sources also said that the accused's shoes were specially designed and cavities were made to hide smoke canisters. The shoes were bought from Lucknow, police said.

Sources said that during interrogation, they found the accused wanted to enact Bhagat Singh's action of throwing feeble bombs inside the Central Assembly in Delhi in 1929 during British rule.

Some more banners were recovered from them which carried the messages to provoke people against the government, sources told PTI. "One such banner read 'desh ke liye jo nai khaula vo khoon nahi pani hai", a source said, quoted the agency.

They had also created a page on social media called 'Bhagat Singh Yuva Fan Club' w which has now been deleted, an official said, adding that the accused wanted to give a message to the government over issues like farmers' agitation and the Manipur crisis, the report further added.

Police said six people were involved in the sensational incident and Vishal Sharma alias Vickey, in whose house the accused stayed in Gurugram before reaching Parliament, is still under detention.

The four arrested were produced before Special Judge for NIA cases Hardeep Kaur on Thursday which sent them to the city police's custody for seven days for interrogation. The police had sought their custodial interrogation for 15 days.

During the arguments, the police accused the four of indulging in an act of terrorism and said they tried to incite fear. "It was a well-planned attack on Parliament," the police said, adding that they have added Sections 16 and 18 of UAPA related to terrorism and conspiracy for terrorism respectively.

"Their right was limited to the gallery. They jumped from the (visitors) gallery into the Well, which was trespass. They hid (smoke) canister in their shoes," the police further said, quoted PTI.

"Special shoes were made in Lucknow which needs to be probed. They need to be taken to Mumbai, Mysore and Lucknow for probe," the police told the court and maintained that the custodial interrogation of the four people was necessary to unravel the actual motive behind the incident and find out if some other people were also involved.

The case against the four was registered under UAPA sections 16 (punishment for terrorist act) and 18 (punishment for conspiracy, etc.) and IPC sections 120B (criminal conspiracy), 452 (trespass), 153 (wantonly giving provocation, with intent to cause riot), 186 (obstructing public servant in discharge of public functions) and 353 (assault or criminal force to deter public servant from discharge of his duty) at the Parliament Street police station, police sources said.

Meanwhile, police said that it seemed the accused had already made preparations as to what to answer when the police interrogated them when they were caught. Police have also checked the bank accounts of the accused to see if they received any sort of funding.

PTI reported citing sources that Prime Minister Narendra Modi at a meeting with some ministers in the Parliament complex underlined the sensitivity of the issue and advised his ministerial colleagues to not engage in any political squabbling with opposition leaders over the matter. 

The PM is believed to have expressed confidence that Lok Sabha Speaker Om Birla will take appropriate corrective measures, the report added.
