Opposition members of the INDIA bloc staged a walkout from the Rajya Sabha on Thursday over their demand for a discussion on Manipur violence. The Rajya Sabha speaker, Jagdeep Dhankar, has called a meeting of the leaders of the House at 1 PM to end the impasse. The Centre has proposed to hold a short-term discussion on the Manipur issue with no time limit.

Ever since Parliament's Monsoon session started on July 20, proceedings in both Houses have been hit due to ruckus by Opposition parties, who have remained steadfast over their demand for a statement by the Prime Minister. However, the ruling BJP has agreed to only a short-duration discussion on Manipur and a statement by Union Home Minister Amit Shah.

The Manipur issue flared up after a video of two tribal women being paraded naked went viral last month. The state police have come under fire over a delay in registering an FIR. The delegation of 21 opposition MPs visited the violence-affected areas in Manipur and met people in relief camps in both the hills and the valley.

Earlier on Wednesday, amid continued ruckus in Lok Sabha, Speaker Om Birla has expressed displeasure with both the ruling party and the opposition over the functioning of the House, ANI reported. Birla told both sides that he will not come to Lok Sabha until MPs behave according to the dignity of the House. On Wednesday too, when the proceedings of the House started, Birla did not come to the Speaker's seat. Union Minister of Commerce and Industry Piyush Goyal on Wednesday moved the Jan Vishwas (Amendment of Provisions) Bill, 2022 in the Rajya Sabha for discussion.

The Ministry of Parliamentary Affairs fixed 17 hours for the discussion on the motion of no-confidence that has been brought by the Opposition parties against the PM Modi-led government. On August 10, PM Modi will reply to the motion at 11 am. Opposition bloc INDIA on Wednesday submitted a memorandum to President Droupadi Murmu over their demand for PM Modi's statement in Parliament on the Manipur issue.
