No-Trust Motion: Gaurav Gogoi, Rahul Gandhi To Open Debate, Nishikant Dubey To Be First Speaker From BJP
No-Confidence Motion: From the Opposition bloc, NCP's Supriya Sule, TMC's Kakoli Sen and Saugata Roy, and DMK's Kanimozhi are likely to be the speakers.
The Lok Sabha has approved a 16-hour discussion on the no-confidence motion against the government and Congress leader Rahul Gandhi is likely to lead the Opposition charge on Tuesday. Deputy leader of the Congress in the Lok Sabha Gaurav Gogoi, who had moved the no-confidence motion, Manish Tiwari and Adhir Ranjan Chowdhury are likely to be the other speakers from Congress, sources said.
Gandhi returned to the Lok Sabha on Monday after his membership was restored following the Supreme Court staying his conviction in a defamation case over his "Modi surname" remark.
NCP working president and MP Supriya Sule, TMC's Kakoli Sen and Saugata Roy, and DMK's Kanimozhi are likely to be the other speakers from the Opposition bloc.
BSP, which had earlier said the no-confidence motion brought by the Opposition was "weak", will be represented by Malook Nagar and Girish Chandra.
Dr Nishikant Dubey will be the first speaker from BJP on the motion. Apart from Dubey, BJP has lined up 14 MPs to reply to the debate -- Amit Shah, Nirmala Sitharaman, Kiren Rijiju, Jyotiraditya Scindia, Smriti Irani, Locket Chatterjee, Bandi Sanjay, Rajdeep Roy, Ram Kripal Yadav, Vijay Baghel, Ramesh Bidhuri, Sunita Duggal, Heena Gavit and Rajyavardhan Rathore.
Prime Minister Narendra Modi is scheduled to reply to the debate on Thursday.
For the debate, 6 hours and 41 minutes have been allotted to the BJP, 1 hour 9 minutes to Congress and 30 minutes each to DMK and Trinamool Congress. YSR Congress Party has been given 29 minutes for the debate, Shiv Sena 24 minutes and JD(U) 21 minutes.
Speaking outside Parliament ahead of the debate, Gaurav Gogoi said the no-confidence motion should have been brought earlier.
"The situation in Manipur is not normal. PM should direct the Manipur CM to resign," PTI quoted Gogoi as saying.
"We look forward to what Rahul Gandhi has to say. He has visited Manipur and in the meantime, he has met with the cross sections of Indian society. He knows the state of the economy and the ground situation in Manipur. So, he has a very valuable perspective which we all look forward to hear," he further said.

While the BJP government faces no threat from the no-trust motion as the NDA has a comfortable majority in Lok Sabha, the Opposition has said the objective was to push PM Modi to reply in Parliament on the Manipur issue.
