Security authorities in Jammu and Kashmir created the term "hybrid terrorist" to characterise ultras who carry out a subversive activity entrusted to them by their handlers before resuming normal life.
Jammu and Kashmir Police nabbed two Lashkar-e-Toiba militants in Sopore last week. The preliminary investigation found that the apprehended person, Rizwan Mushtaq, was a "hybrid terrorist of the outlawed organisation LeT" searching for a chance to target non-locals, minorities, security officers, and peaceful residents, according to the police.
