CM Rekha Gupta Presents BJP's 1st Delhi Budget In 27 Years, Allocates Rs 5,100 Cr For Mahila Samriddhi Yojana

Delhi's CM presented a budget of Rs 1 lakh crore, promising a harmonious blend of history and progress for the city.

Delhi Chief Minister Rekha Gupta presented the first Budget of the Bharatiya Janata Party government in 27 years for the national capital on Tuesday with a total outlay of Rs 1 lakh crore. The CM said the Budget will be presented for a Delhi that becomes "a confluence of glorious history and bright future." 

"While paying my obeisance to the people of Delhi and mother Yamuna, I accept the full responsibility and pledge to fulfil it properly," she said. CM Gupta targeted the previous Aam Aadmi dispensation saying Delhi has been slippinng down on all parameters of development in the lat 10 years. "The people of Delhi were suffering due to the policies of the previous government. The previous government destroyed the economy of this place like termites," she said.   

Branding it to be a "historical" Budget, the Chief Minister — who also holds finance portfolio — in her maiden speech, proposed doubling the capital expediture to Rs 28,000 crore from the last fiscal year.

The key takeaways of the proposed Budget include allocation for Mahila Samriddhi Yojana to provide monthly financial assistance to women in the national capital, doubling health insurance under Ayushman Bharat, hosting Global Investment Summit, and steps for cleaning of Yamuna river.  

Focus On Priority Areas 

The Delhi Budget 2025-26 will focus on 10 priority areas including infrastructure, industrial development, access to water and sanitiation, and health and education, Gupta said. 

Infrastructure 

A total outlay of Rs 3,843 crore has been earmarked for infrastructural development which would include traffic free expressways, smart surveillance, elevated roadways, and 50,000 camera for women's safety. Rs 696 crore have been allotted for improving JJ colonies. 

Guptal also proposed the opening of Atal canteens at 100 places with an outlay of Rs 100 crore. 

Industrial Development And Investment Promotions 

In line with the Centre's Ease Of Doing Business and Make In India scheme, the Delhi government will take up steps for industrial development and investment promotions in the national capital, the CM said. 

The government will bring new industrial policy and is giving final shape to a new warehousing policy, she said. 

The CM also announced programmes to uplift infrastructure for faciliting business and establishment of Traders' Welfare Board to resolve and dispose issues pertaining to traders. The government has also allocated Rs 50,000 crore for upliftment of cottage industries in the national capital. 

The government will also host Global Investment Summit in the national capital which will be held every two years, the CM announced. 

Access To Water, Sanitation And Yamuna Cleaning 

The government has proposed a budget of Rs 900 crore for providing access to clean water, sanitation, and cleaning of the river Yamuna. 

Rs 500 crore has been proposed to invest in the repair and upkeep of Sewage Treatment Plants and Water Treatment Plants and Rs 1,500 crore for installing smart monitors to reduce water theft. 

For the maintenance of Wazirabad sewer line, Rs 10 crore hve been allotted while Rs 50 crore have been allotted for the repair of CLC drain, Rs 200 crore of renovation of Najafgarh drain and Rs 50 crore for Rain Water Harvesting. 

CM Gupta said cleaning of Yamuna is one of the main priorities of this Budget for which Rs 500 crore has been allotted for 40 decentralised sewage plants and the upgradation of STPs and Rs 40 crore to deploy modern machines. 

Health And Education 

The government has proposed an allocation of Rs 100 crore for upgradation of 10-13 hospitals across the city. It has also allocated Rs 300 crore for establishing 400 health wellness centres and expansion of Ayushman Aarogya Mandir. 

Rs 147 crore has been allocated for Prime Minister Jan Aarogya Yojana (PMJAY) and Rs 10 crore for Ayushman Bharat Digital Mission. 

CM Rekha Gupta announced opening of new CM Shri schools in line with PM Shri schools which will be linked with the National Education Policy, 2020 with a budget alloction of Rs 100 crore. 

She also announced opening of Pt Madan Mohan Malviya Vidya Shakti Mission with an outlay of Rs 21 crore for providing coaching for competitive exams including NEET, JEE, and others. 

The government will launch programme for policy and governance education under which will include youth parliaments, direct dialogue with ministers and administrators, and virtual tours of remote locations of the country. 

A total of 175 new computer labs will be opened with an estimated cost of Rs 50 crore and smart classes will be installed with a budget allocation of Rs 100 crore. Free laptops will be given to 1,200 students passing class 10th for which Rs 750 crore has been allocated. 

A new project, 'NEEV – New Era of Entrepreneur Ecosystem and Vision', will be launched with an allocation of Rs 20 crore, the CM said. Under this programme  children will be trained with essential skills keeping in mind the need to equip them for modern economies.
