Budget Session 2022 HIGHLIGHTS: The Lok Sabha will resume its proceedings from 11 am on Wednesday after it was adjourned by Speaker Om Birla late on Tuesday.

Discussions on Demands for Grants in Railway Ministry took place in Lok Sabha on the second day of the second half of the Budget session. The proceedings of the House were extended till 11 pm. Initiating the debate on Demand for Grants 2022-23 for Railway in Lok Sabha, Congress MP K Suresh accused the Central government of running the railways in an inefficient manner and said it is indulging in jugglery in the allocation of funds.

Expressing concern over huge vacancies in railways, DMK MP Kanimozhi said that the South Indians don't get jobs and it seems that there is an effort to keep them away. She demanded the government to clarify as to how 100 per cent electrification can be achieved by the next year if it is 73 per cent at present.

TMC MP Satabdi Roy emphasized the need to bring down platform ticket prices from Rs 50 to a reasonable level. BSP MP Shyam Singh Yadav alleged that the railways is no longer a common man's transport with increasing prices and privatisation. After the proceedings got over on Tuesday late night, Minister of State for Defence Ajay Bhatt said, "We had a healthy discussion in the presence of the ruling party and the opposition and learning new things from the Speaker on how to run the House."

Congress staged a walkout from the Lok Sabha on Tuesday over its demand to seek clarifications after External Affairs Minister S Jaishankar made a statement on the 'Situation in Ukraine' in the House. After the minister's statement, opposition members sought clarification from the minister. BJP member Rajendra Agrawal, who was in the chair, said that no permission can be given for explanations and questions on the minister's statement. "You know about Rule 372, permission cannot be given," he said.

The second half of the Budget session of Parliament resumed from March 14 and will conclude on April 8. The first half of the Budget session began on January 31 and concluded on February 11.

Budget Session 2022 LIVE: Bills For Changes To SC/ST Lists Of Tripura, J’khand To Be Taken Up

Proposed legislation for the amendment of Tripura and Jharkhand’s Scheduled Caste (SC) and Scheduled Tribes (ST) lists are listed for introduction in the Parliament on Wednesday, reports Hindustan Times. 

Union minister Arjun Munda is scheduled to introduce the Constitution (Scheduled Tribes) Order (Amendment) Bill in Lok Sabha to amend the Tripura’s ST list to include certain communities. In Rajya Sabha, Munda will introduce the Constitution (Scheduled Castes and Scheduled Tribes) Orders (Amendment) Bill to alter the list of SCs in Jharkhand. The bill also aims to include certain communities on the ST list in the state.

This is the third day these bills have been listed for introduction.

Budget Session 2022 LIVE: Centre Sought Clarification On Rajasthan, Manipur Anti-Lynching Bills

The Centre has sought clarifications from the Governments of Rajasthan and Manipur on their respective anti-lynching bills, informed Minister of State for Home Affairs Nityanand Rai on Tuesday in Lok Sabha.

Anandpur Sahib Congress MP Manish Tewari had asked whether the Government has been delaying the review consultation process with the bill from Rajasthan Government under inter-ministerial consultation since 2019 and the one from Manipur since 2018. Rai replied that the Government has received "The Rajasthan Protection From Lynching Bill, 2019" and "The Manipur Protection from Mob Violence Bill, 2018". After consultation with the nodal Ministries/Departments, certain clarifications have been sought from the respective Governments.
