The AP CID chargesheet alleges that N. Chandrababu Naidu approved the fiber net project estimates without conducting a market survey and pressured officials to favor M/s Terasoftware Pvt Ltd. In the chargesheet, the AP CID said, "N. Chandrababu Naidu approved the estimates of the fibre net project because no market survey was done for the prices of the items or the standards to be followed. N. Chandrababu Naidu brought pressure on the senior Government officials to include Vemuri Harikrishna Prasad in various tender evaluation committees, to revoke the blacklisting done by the Government, then prevailing against M/s Terasoftware Pvt Ltd and to finally award the tender to M/s Terasoftware Pvt Ltd by silencing the protests from other bidders such as M/s Pace Power."

"He got the officers such as B. Sundar, IFS, seeking a fair tender process, transferred out unceremoniously and posted more pliable officers in their place," said the statement regarding the purported tender manipulation incident that transpired under the previous TDP administration from 2014 to 2019.

According to the CID, multiple alleged irregularities occurred from the tender allocation to the project's completion leading to significant financial losses for the public treasury, as reported by PTI.
