Delhi Viral Vieo: In a recent incident, a man was stopped for driving a diesel car under GRAP-3, but refused to pay a fine or produce his licence, citing an emergency. Here's what happened next.
Driving and living in Delhi is no less than a challenge in itself. While pollution makes breathing difficult, the frequently changing rules for pollution-curbing measures add to the burden. The AQI in Delhi has been consistently in the 'poor' and 'very poor' categories. With the rising pollution, the government has imposed GRAP measures from time to time. However, people are finding it difficult to keep track of the frequent changes.
One such case came up recently when a man was stopped for driving a diesel car amid GRAP-3 imposition. Under GRAP Stage 3, the use of BS-3 petrol and BS-4 diesel vehicles are banned in Delhi and surrounding NCR areas. GRAP imposition is among the many measures undertaken by the government to control pollution, including odd-even rule.
In the latest incident, a video of which is now viral, a person in a diesel car is seen being stopped by a traffic cop. The policeman tells him that he is in violation of the GRAP rule and will have to pay a fine. The man asks how would he know that such restrictions are in place. "It's now possible for me to keep track," he said.
The man refuses to pay the penalty. After this, the policeman also asks him for his driving licence. But the man refuses this too. This is when the cop tells him that he will get a challan online. The civilian replies: "I have an emergency and I need to fetch my dog... Why should I pay a fine for driving my car in an emergency. Paise bhare hain Maine. Road tax diya hai [I have paid road tax]."
He then asks the cop, will you lend me your car for my emergency? The cop replies, "Yes take it. It's parked over there."
Hearing this, the person gets down and starts showing the police vehicles parked by the road. One of the cars, a private vehicle with a 'Police' sticker, is seen with a black tint film. The man calls the cop, presumably a head constable, and asks him: "How is this legal? Can't yousee this black film on the windows? It's standing in front of you but you haven't issued a challan for this."
The commotion attracts the attention of a senior officer, who arrives at the scene and pacifiers the civilian and tells the other cop to be lenient with people who have emergencies.
