UP Govt Launches 'Manav Sampada Portal' To Bring Employees' Activities Into Public Domain

The Uttar Pradesh Government launched the 'Manav Sampada Portal' on Thursday (August 24), aiming to instill transparency in administrative procedures. This initiative, according to an official statement, intends to bring the "activities of officers and employees from various departments into the public domain through the portal". Pertinent details concerning their appointments, leave management, transfers, and retirements will be accessible on the platform.

"The Yogi government's objective is to establish transparency in the operations of officers and employees across all 74 state departments. This will be achieved by furnishing facilities while also enforcing their accountability towards both the government and the public," the statement said.

Additionally, the Government mandated officers and employees to declare their movable and immovable assets on the website by December 2023, as per the statement, failure to comply with this directive within the stipulated timeframe will result in consequences, including potential promotion denial, as outlined by the authorities.

Previously, the state government issued a directive highlighting that "failure to furnish property information within the prescribed deadline will be unfavorably noted."

Consequently, this facet will factor into the departmental selection committee meetings scheduled to commence from January 1, 2024. The statement emphasised that personnel seeking promotion must furnish their movable and immovable asset details on the portal. Furthermore, officers and employees must update their property particulars every five years, in accordance with the statement.

Updated Personnel Information To Be Featured On Portal: 

Earlier in the month, the state government decreed that by October, comprehensive service details of personnel would be incorporated into the 'Manav Sampada Portal'. These details encompass appointments, inductions, terminations, leave management, merit-based online transfers, annual appraisal report handling, salary disbursements, and service book management.

According to the statement, this directive will be binding across all directorates, corporations, boards, commissions, authorities, councils, and government-controlled institutions operating under various departments. The portal will also regularly update information concerning newly appointed personnel, retirees, and deceased employees, encompassing transfers and discharges at varying levels.

Moreover, the portal will feature an exhaustive posting profile of personnel, including elements such as salary, disabilities, dual government service engagements within couples, and grave illnesses. All such details will be subject to verification, it said.
