‘Is higher education a fundamental right?’ has a raging for a long. As per UNESCO, the right to higher education is part of the fundamental right to education, protected in the 1948 Universal Declaration of Human Rights. The Indian perspective is a little different, with the honorable Supreme Court stating in a 2021 verdict that the ‘right to higher education is not a fundamental right, but certainly an affirmative obligation of state’. Rough estimates suggest that only 40 Million young Indians were enrolled for higher education in universities in 2021. The global figures would be equally meagre, if not worse.

Its three-day-long agenda includes:

All these agenda items will discuss topics related to education access, the role of EdTech, the global mobility of students after COVID-19, the diversity and inclusion agenda in the education ecosystem, prominence of skill-based education and vocational training.
