India Will Create Anti-Deepfake Framework Or Even A New Legislation If Needed: Rajeev Chandrasekhar

Chandrasekhar acknowledged the positive aspects of AI as a tool for empowerment, growth, and innovation.

Union Minister Rajeev Chandrasekhar on Tuesday emphasised the government's unwavering commitment to protecting citizens from misinformation, especially that originating from artificial intelligence (AI) and deepfakes. During an interview with ANI, the Minister for State for Information Technology underscored the ongoing efforts of the government to establish robust frameworks. Chandrasekhar stated that, if deemed necessary, new legislation would be introduced to safeguard Indians from the potential threats posed by deepfakes and misinformation.

He asserted, "We will continue to create a framework including, but not limited to if necessary, to new legislation to ensure that deepfakes or misinformation at large do not pose a threat, do not pose challenge to the safety and trust of the 1.2 billion Indians who will be on the Indian Internet."

Chandrasekhar acknowledged the positive aspects of AI as a tool for empowerment, growth, and innovation. However, he cautioned against the malicious use of AI and misinformation on the Internet, emphasising their potential to cause harm, chaos, disorder, and incite violence. The Minister highlighted the critical role of deepfakes, powered by AI, as a clear and present danger to the safety and trust of Indian Internet users. He noted the government's proactive steps, including the creation of IT Rules in April 2023, to address these challenges.

These statements follow Prime Minister Narendra Modi's recent acknowledgement of the significant threats posed by emerging technologies like AI and deepfakes. Speaking at the Diwali Milan program on November 17 at the BJP Headquarters in New Delhi, PM Modi urged caution regarding the rising threat of AI-generated 'deepfakes.' He shared a personal experience of encountering a fake video depicting him participating in Garba, emphasising the potential for such misinformation to create turmoil and unrest in society.

PM Modi stressed the need to educate the public about the negative aspects of Artificial Intelligence and the importance of verification in a society where a considerable portion lacks alternative means for confirmation.

The concerns raised by the government and the Prime Minister align with recent incidents, such as the deepfake video involving actor Rashmika Mandanna. The video, depicting a woman resembling Mandanna entering a lift in a black swimsuit, went viral, prompting social media users to confirm its status as a deepfake. Mandanna expressed her distress, describing the incident as "extremely scary" and highlighting the vulnerability of individuals to harm due to the misuse of technology on social media platforms.
