Russia-Ukraine Crisis HIGHLIGHTS: Even when Russian forces escalated the tensions in Ukraine, launched attacks in the country's second-largest Kharkiv on Sunday, Ukraine President Zelensky has agreed for peace talks with Moscow without 'pre conditions'.
“We agreed that the Ukrainian delegation would meet with the Russian delegation without preconditions on the Ukrainian-Belarusian border, near the Pripyat River,” Zelensky announced on his official Telegram channel, describing a phone call Sunday with President Aleksandr G Lukashenko of Belarus.
The European Union agreed Sunday to provide some €500 million in arms and other aid to the Ukrainian military as it battles Russia’s invasion, in a move the bloc described as a “watershed moment” in its history.
The EU’s treaties bar the bloc from using its normal budget to fund operations with military or defense implications. Under the plans announced Sunday, the EU will use an off-budget so-called “European Peace Facility” financing instrument with a ceiling of 5 billion euros that can be used to provide military aid.
“For the first time ever, the EU will finance the purchase and delivery of weapons and other equipment to a country that is under attack,” European Commission President Ursula von der Leyen said at a media appearance alongside the EU’s foreign policy chief, Josep Borrell. “This is a watershed moment,” she added.
The plan was agreed at an emergency videoconference of EU foreign affairs ministers on Sunday evening.
Meanwhile, the highest U.N. court on Sunday confirmed that Ukraine has filed a suit against Russia, saying Russia's claim it invaded Ukraine to prevent a genocide is false and asking judges to order "provisional measures" to protect Ukraine.
Ukraine's President Volodymyr Zelensky had said earlier on Sunday he had filed the suit at the International Court of Justice, also known as the world court. In a statement, the court confirmed it has received Ukraine's complaint. It did not say when the case would be heard
