Foreign Medical Graduates Practising In India Without Qualifying Test Under CBI Scanner

According to the sources, the CBI has filed a case alleging corruption, criminal conspiracy, forgery, and cheating against 73 foreign medical graduates.

Officials said on Monday that the CBI has begun a probe into 14 state medical councils and 73 foreign medical graduates who were permitted to practise medicine in India without passing the required Foreign Medical Graduate Examination (FMGE), news agency PTI reported.

To practise medicine in India, a foreign medical graduate must pass the FMGE/Screening Test administered by the National Board of Examination in order to receive a temporary or permanent registration with the National Medical Commission or a state medical council.

According to the sources, the CBI has filed a case alleging corruption, criminal conspiracy, forgery, and cheating against 73 foreign medical graduates as well as unnamed employees of state medical councils and the former Medical Council of India, PTI reported.

The Ministry of Health had been informed by the National Board of Examination that 73 such medical graduates who completed their MBBS in foreign nations like Russia, Ukraine, China, and Nigeria between 2011 and 2012 had failed its examination but had obtained registration from various state medical councils.

"Such fraudulent and fake registration by non-qualified persons will be detrimental to the health and well-being of citizens. It has inter-state ramifications in health sector," a complaint from Union Health Ministry to the CBI was quoted by PTI in its report.
