Actually, Surjewala has tweeted an article in the newspaper that refers to wholesale inflation which is at a 12-year high. As Surjewala shared this news piece, he wrote, the surge in wholesale price inflation in the Modi government, which pinches the common man's pocket, is at the highest in last 12 years.

This has led to a rise in wholesale inflation
On the other hand, if you take a look at this article, it claims that after retail inflation, wholesale inflation has also seen a hike in the country. According to the article wholesale, price-based inflation reached a decade-high of 14.23 percent in November. The reason behind this can be attributed to hike in prices of mineral oil, basic metals, crude petroleum.
Moreover, going by the article, it says the prices of vegetables as well as eggs and meat have also gone up. Along with that the uptick in prices of petrol and electricity has also contributed to hike in wholesale inflation.
