UGC Implements Measures To Ensure Compliance With Regulations In Teacher Appointments, PhD Degrees

The UGC has made a significant decision regarding the appointment of teachers and the award of PhD degrees in higher educational institutions.

The University Grants Commission (UGC) has made a significant decision regarding the appointment of teachers and the award of PhD degrees in higher educational institutions. The decision was taken during the Commission's 568th Meeting held on April 24, 2023. M. Jagadesh Kumar, Chairman of UGC, emphasized the crucial role of higher education institutions in nurturing intellectuals and contributing to the nation's progress.

"HEIs play a crucial role in nurturing intellectuals and fostering national growth. The UGC, responsible for promoting and coordinating university education, establishes regulations to ensure quality teaching and research degrees. The quality of higher education relies heavily on the expertise of educators and the promotion of research," UGC Chairman M. Jagadesh Kumar told ABP LIVE. 

To ensure the quality of teachers and research degrees, the UGC has implemented regulations, namely the UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2018, and the University Grants Commission (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022. These regulations establish conditions for maintaining standards in selecting teachers and awarding research degrees in HEIs.

However, there have been instances of reported violations of these regulations, leading to concerns from various stakeholders. In response to this, the UGC has formed a Standing Committee after its decision in the 568th Meeting. The committee's purpose is to monitor the appointment of teachers and the award of PhD degrees in HEIs. It will regularly convene, select specific institutions, gather information on faculty appointments and PhD degree awards, verify documents to ensure compliance with UGC regulations, and recommend appropriate actions in case of any violations.

As these regulations establish minimum standards for maintaining the quality of higher education, any violation of these standards can significantly impact the overall educational standards. The UGC takes violations of its regulations seriously and intends to implement necessary measures to address and control such violations.
