Delhi Police Recovers CCTV Footage Showing DCW Chief Swati Maliwal Being 'Dragged' By Car
Maliwal on Friday alleged that the accused had earlier this month “preyed on another woman” in a similar fashion.
New Delhi: Delhi Police on Friday said they have recovered a video footage showing DCW chief Swati Maliwal being allegedly dragged by a car for 10-15 metres with her hands stuck in the window, news agency PTI reported.
In the video, that has gone viral on the social media, Maliwal can be seen waiting on the pavement when a car arrives and the driver tells her to get in, to which she can be heard saying, “Sorry, I can't hear you...What?” As the driver keeps insisting, Maliwal says, “Where will you drop me? I want to go home. My relative are coming...”

Accused was arrested after Swati claimed that her condition could have been similar to that of Anjali.

After leaving, the same car can be seen taking a U-turn and stopping in front of Maliwal. At this point, she asks, "You were the same person who told me that you will drop me right? Where will you drop me? I had told you right I have my relatives and they are coming." When he doesn't get her words and allegedly makes some lewd gestures, Maliwal is seen reprimanding him and questions him where he would drop her.
"You have come for the second time. I have been repeatedly telling you that I don't want to get dropped anywhere," Maliwal can be heard in the video.
The footage also shows that when Maliwal caught hold of the driver, he rolled up the window with her hand stuck in it and dragged her along. She could also be heard screaming.
Deputy Commissioner of Police (South) Chandan Chowdhary said a patrol vehicle spotted the DCW chief on the pavement opposite AIIMS and enquired if she was in distress. After she narrated her ordeal, the police tracked the car down and arrested its driver, identified as Harish Chandra.
Chowdhary said a case has been registered under Sections 323 (voluntarily causing hurt), 341 (wrongful restraint), 354 (assault or criminal force to woman with intent to outrage her modesty) and 509 (word, gesture or act intended to insult the modesty of a woman) of the Indian Penal Code and Section 185 of the Motor Vehicles Act at Kotla Mubarak Pur based on a complaint by Maliwal.
Accused Harassed Another Woman On Jan 17, Says Maliwal
Meanwhile, Maliwal on Friday alleged that the accused had earlier this month “preyed on another woman” in a similar fashion.
“The person who harassed me has also preyed on other women. One woman reported on the 181 helpline that on January 17 this man had repeatedly circled around her with his car on Lodhi Road, asking her to get in. I am thankful that I got him caught. I appeal to everyone to not be afraid but raise your voice,” Maliwal said in a tweet in Hindi.
The DCW chief also shared a video of the woman narrating her ordeal of being harassed by the man.
