Was Vikas Dubey's encounter a foregone conclusion?

Notorious gangster Vikas Dubey was killed in an encounter on the outskirts of Kanpur on Friday morning. Many celebrated the end of a criminal, slogans were raised in appreciation of police and some were even garlanded and fed sweets. But, there are others who believe that the encounter was fake and pre planned. People are questioning STF's theory of killing Dubey in self-defence and a video has also gone viral in which Ujjain Addl SP can be seen "I hope he (Vikas) doesn't reach (Kanpur)." Watch this report.
