Explained: Why is Maharashtra heading towards stricter lockdown?

India is undergoing the second phase of Coronavirus right now. But the second wave of the pandemic is becoming dangerous day by day. Since last 5 days there has been an average of 77000 cases per day. On the other hand, Maharashtra government has imposed partial lockdown in the state. But why has Maharashtra been suffering?
