Explained: Why didn't states share deaths due to insufficient Oxygen data to Centre?

Politics flared up as the Narendra Modi government claimed that there were no deaths due to lack of Oxygen. In Rajasthan too, the state government complained of deaths due to Oxygen insufficiency but never told the data to the Centre. The reason was few were not registered as COVID deaths, few people could not get beds anywhere and also Centre asked data in particular way in which Oxygen column was missing.
