Explained: How can Israel company export Pegasus?

Israel Ambassador had an exclusive conversation with ABP News over the Pegasus issue said that the company made Pegasus is privately owned. He revealed that it could only export Pegasus after getting a licence from the government and it could be given to the governments and not private firms/people.
