Despite court's order, here's why Nirbhaya's convicts may not be hanged tomorrow

Patiala House Court has refused to defer the date of execution for Nirbhaya's convict. Which means that the four convicts may can be hanged at 6am on 3 March 2020, according to their death warrant, right? Maybe not. One of the convict Pawan's mercy petition is pending with the President and as per Tihar Jail manual, jail administration can't hang a convict till all the legal options are exhausted.
