Are rich countries hoarding Coronavirus vaccines?

The claim has been made by People's Vaccine Alliance. It stated that the rich countries have been hoarding Coronavirus vaccines. Many of them have ordered three times the population of their nations.
They claim that poor countries are bound to suffer due to the hoarding process.

Plus, the transportation of the vaccine to poor countries would be a tedious task too.
