With the introduction of the Constitution in India, the Lok Sabha was set up. But after the first general election held in 1952, it was decided that there would be another House of Parliament, which would be called Rajya Sabha and this House would be the Upper House of Parliament. The formation of Rajya Sabha was formally announced on 23 August 1954. Article 80 of the Constitution provides that the maximum number of members of Rajya Sabha will be 250. Out of these, 12 MPs will be elected by the President. The remaining 238 members will be elected by voting by legislators of the legislative assembly of different states, MLAs of Union Territory of Delhi and Puducherry. This is the reason why Andaman and Nicobar Islands, Lakshadweep, Chandigarh, Daman and Diu as well as Dadra and Nagar Haveli are not represented in Rajya Sabha. At present, the total strength of Rajya Sabha is 245, out of which 12 are elected by the President. The remaining 233 are elected from member states.
