The Parliament is set to witness high-octane drama on Monday as Union Home Minister Amit Shah will table the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, for consideration and passage in Rajya Sabha while in Lok Sabha, the issue of reinstating Congress leader Rahul Gandhi's membership is expected to be taken up by the Opposition. The Congress leaders have been questioning Lok Sabha speaker Om Birla for not reinstating the former Wayanad MP's status as a parliamentarian after the Supreme Court stayed his conviction in the Modi surname case last week.

- Union Home Minister Amit Shah will move The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, for consideration and passage in Rajya Sabha today. The bill that seeks to replace the ordinance on transfers and postings of senior officers in the Delhi government was passed by Lok Sabha on Thursday amid a walkout by the opposition parties.

"All members of Congress Party in Rajya Sabha are requested to kindly remain present in the House from 11 am onwards till the adjournment of the House on Monday, August 7, 2023, without fail and support the party stand," Jairam Ramesh, the Congress' chief whip in the Upper House said, as quoted by news agency PTI.
The AAP issued a three-line whip, mandating the presence of all its MPs in the House today and tomorrow, stating, "This may be treated as most important." - The INDIA alliance parties will make all-out efforts to foil the government's move to pass the bill even as the numbers are stacked in favour of the NDA with BJD and YSRCP pledging their support to the government on the bill.

He wrote, "Rahul Gandhi’s conviction was stayed on Friday. As a natural consequence, he should be in Parliament tomorrow. The BJP cannot drag it's feet anymore, over 48 hours have passed since the Supreme Court verdict. Any further delay in issuing the necessary notification will be going against the spirit of the SC order. Surat Court convicted him, and the Lok Sabha speaker disqualified him within 24 hours. The Supreme Court has now stayed the conviction, but his membership has not been reinstated. The I.N.D.I.A. parties will meet tomorrow to plan their strategy."

- Prior to the Rajya Sabha session, the INDIA alliance expressed unity to face the Centre's Delhi Services Bill with AAP Minister Gopal Rai accusing the Union government of trying to forcibly strip Delhi of its rights. Congress leader Pramod Tiwari called it a "dangerous assault" on the country's constitution.
- Meanwhile, the BJP expressed confidence about the passage of the bill as MP Ramesh Bidhuri said, "The bill will undoubtedly be passed in the Rajya Sabha tomorrow. It (the bill) was not passed without debate; the opposition walked out of Lok Sabha because they had no arguments against it."
