Amshipora Case: Powers Vested Under AFSPA Exceeded; Army Chief Assures 'Utmost Fairness’ In Probe

Earlier today, Army said that an internal inquiry into the encounter killing of three persons in Shopian district of Jammu and Kashmir in July has held that the concerned security personnel had exceeded their powers under the AFSPA and recommended disciplinary proceedings.

New Delhi: Army Chief Genera Manoj Mukund Naravane has said that the probe in the Amshipora Case in which three locals of Rajouri were killed in an encounter, will be done with utmost fairness  and will be taken to their logical conclusion. "Amshipora case investigations will be conducted with utmost fairness and will be taken to their logical conclusion. Indian Army is committed to the professional conduct of operations” he was quoted as saying by news agency ANI.  He said the Army has zero-tolerance for violation of established guidelines while operating in disturbed areas. Evidence collected during inquiry has prima-facie indicated that the 3 unidentified terrorists killed in Operation Amshipora, Shopian were Imtiyaz Ahmed, Abrar Ahmed & Mohd Ibrar, who hailed from Rajouri. Their DNA report is awaited, PRO Defence, Srinagar said. The preliminary inquiry has directed the competent disciplinary authority to initiate disciplinary proceedings under the Army Act against those found prima facie answerable. The inquiry report also held that the alleged involvement of the three persons in terrorism or related activities is under investigation by police. The report reiterated that the Indian Army is committed to the ethical conduct of operations.
