Who is responsible for Maths, Economics paper leak?

CBSE students are now tensed as they would have to give the exam of Maths and Economics again. The tenth class students will appear for Maths exam once more as the paper was leaked. Similarly class twelfth students will be forced to write Economics exam again as it was leaked too.
The government has assured probe but the question is why did it happen?
