Will a haircut not increase the risk of Coronavirus spread?

The Himachal Pradesh government has allowed the salons to resume services during lockdown 4.0 with few restrictions. One can only get his or her hair chopped and not enjoy any other services like shaving etc
But the question here is if such services will increase the risk of Coronavirus or not. 
19 percent of the salons have been opened up in Shimla. But the shop owners are unhappy with partial resumption of work
