Parliament Today Top Points: Delhi Services Bill Tabled, 6 Bills Passed In Both Houses On Day 9
As Parliament continues to pass Bills in both Houses, the Opposition has voiced their concerns over the proceedings since a debate on the no-confidence motion against the government is pending.
The uproar over the violence in Manipur continues in Parliament as new Bills are introduced and passed. While the Opposition is standing fast on its demand that Prime Minister Narendra Modi speaks on the Manipur violence on the floor of the House, the BJP says that the Opposition is "running away" from a debate on the issue.
The Opposition earlier moved a no-confidence motion in Lok Sabha against the government over the Manipur issue. Based on this, the AAP and the Congress have voiced their concerns regarding the legislative proceedings in the Lok Sabha after the acceptance of a no-confidence motion. AAP leader Raghav Chadha urged the Speaker not to discuss any bills until the trust vote is taken up, given the ongoing uproar over the Manipur issue and the passage of bills in the lower house.
Congress MP Manish Tewari, too, said that all bills passed subsequent to the acceptance of the no-confidence motion are "constitutionally suspect". He claimed the very legality of all the legislations which have been passed in the Lok Sabha or the Rajya Sabha after the no-confidence motion was admitted would have to be examined by a court of law as to whether they were legally passed or not.
However, Bills continue to be introduced and passed despite the Opposition's objections.

Here's what happened on the ninth day of Parliament's monsoon session:
- Amid massive uproar and multiple adjournments, the Bill to replace the Delhi services ordinance was introduced in Lok Sabha by a voice vote. Union Minister Nityanad Rai on Tuesday tabled the controversial Government of National Capital Territory of Delhi (Amendment) Bill, 2023, on Tuesday.
- Union Home Minister Amit Shah said that Constitution has given the House power to pass any law regarding the state of Delhi. "Supreme Court has clarified that Parliament can bring any law regarding the state of Delhi. All objection is political. Please permit me to bring this bill," he said.
- The BJD has decided to support the bill replacing the Delhi services ordinance. BJD Rajya Sabha MP Sasmit Patra said that the party will also oppose the no-trust motion by Opposition parties in Lok Sabha.
- Meanwhile, the Opposition staged a walkout of Rajya Sabha, alleging that their leaders were not allowed to speak. Congress president and Leader of Opposition on Tuesday called the conduct of the Centre in Parliament 'Hitlershahi' and said that the government is controlling the House through the Chairman. Kharge said that the leaders of opposition parties are not allowed to speak in the Rajya Sabha and his own mic was switched off.
- The no-confidence motion against the BJP-led Centre is likely to be taken up for debate in Parliament over 3 days, starting August 8. PM Modi will deliver his statement on the motion on August 10.
