ED Arrests Two Masterminds Behind UP Police Constable, UPPSC Exam Paper Leaks

The Enforcement Directorate, Lucknow has taken the custody of two "masterminds" of the Uttar Pradesh Police Constable Recruitment Exam and Uttar Pradesh Public Service Commission's RO (review officer)/ARO (assistant review officer) exam paper leak case.

Ravi Attri and Subhash Prakash were accused in a money laundering case linked to the alleged paper leak case of the tests conducted by the UPPSC in 2023.

The duo was taken into custody on Tuesday (November 19) following an order issued by the special Prevention of Money Laundering Act (PMLA) court in Lucknow. They were lodged in jail after the state police had arrested them in connection with the question paper "leak" cases.

As per a statement issued by the Enforcement Directorate (ED), the two accused along with their associates "leaked" question papers of these exams and generated proceeds of crime by providing these leaked question papers to aspirants before the scheduled date.

"ED initiated the investigation on the basis of FIRS registered by the UP Police under various sections of the IPC, 1860, Uttar Pradesh Public Examination Act, 1998; and Information Technology Act, 2000 pertaining to the UP Police Constable Recruitment Exam Paper Leak and UPPSC's RO/ARO Exam Paper Leak," the ED statement read.

The accused had made arrangements for candidates to gather at resorts in Manesar in Haryana and in Rewa, Madhya Pradesh, the ED said.

"Significant credits and cash deposits were observed in the bank accounts of the accused just after the release of exam notifications and till/after the date of exam," the ED said. 

The federal agency also said that assets including plots, inter-alia, bank accounts, apartments, and automobiles worth Rs 1.02 crore were also seized by ED Lucknow. Further investigation into the matter is underway.
