Are talks an excuse for China to strengthen its forces?

It has been more than one year that the tension between India and China is increasing day by day. On one hand, the country is ready to hold talks and on the other, the Chinese soldiers are performing military exercises along the Line of Actual Control (LAC). This is why China's intentions don't seem trustworthy.
