Public Fumes In Anger Following IAS Aspirants' Deaths In Rau's IAS Study Circle | ABP News

In response to the tragic deaths of three IAS aspirants due to flooding in the basement of their institute, the Municipal Corporation of Delhi (MCD) has taken decisive action by sealing 13 illegal coaching centres in the Old Rajinder Nagar area. The Delhi government reported that a civic body team visited the central Delhi coaching hub to target centres operating unlawfully from basements. The sealed institutions include IAS Gurukul, Chahal Academy, Plutus Academy, Sai Trading, IAS Setu, Topper's Academy, Dainik Samvad, Civils Daily IAS, Career Power, 99 Notes, Vidya Guru, Guidance IAS, and Easy for IAS. These centres were found violating rules by operating in basements and were sealed immediately with notices posted on their premises. The Rau's IAS Study Circle, where the fatal flooding occurred, has also been sealed by the police. Last year, the MCD conducted a survey of coaching centres after a fire at an institute in Mukherjee Nagar. This survey is now being used to identify centres that are not complying with regulations. According to an MCD official, there was significant negligence on the part of the institute owner in ensuring safety measures, as the basement library was operating illegally with only one biometric-enabled entry and exit point, which locked due to the flooding. The official noted that the students could have escaped if the exit had been accessible. The MCD only approves building plans, and if basements are misused for commercial activities instead of declared purposes like parking or storage, it is challenging for the agency to ensure safety. Encroachers covering storm drains, which are meant to carry excess rainwater to larger drains, contributed to the flooding. Delhi Mayor Shelly Oberoi held a meeting with officials and announced the forthcoming formation of a high-level committee after discussions with the Delhi government. The victims, identified as Shreya Yadav from Ambedkar Nagar in Uttar Pradesh, Tanya Soni from Telangana, and Navin Dalwin from Ernakulam in Kerala, died after the basement library of Rau's IAS centre flooded following heavy rains. The flooding was exacerbated by the failure of the single biometric entry and exit point. The police have registered an FIR under various sections of the Bharatiya Nyaya Sanhita (BNS) for culpable homicide and negligent conduct. The incident sparked protests by students, including those from the Akhil Bharatiya Vidyarthi Parishad (ABVP), who blocked roads and demonstrated outside Mayor Shelly Oberoi’s residence.
