Mumbai migrant crisis: Who is Vinay Dubey and why has he been detained?

The Mumbai police have detained a man named Vinay Dubey as he posted an instigating video through his social media account and called people for staging a protest against the lockdown. Vinay Dubey runs NGO in Maharashtra and had fought elections in 2019 Lok Sabha as an independent candidate 
He was active in CAA, NRC protests too and had been instigating people during lockdown too
