In the investigation, it has come forth that the sanctioned money had reached the government but was not paid to Pushpa Oxygen Supplier. The reason was commission. The revelation shows how some authorities could not get commission out of the whole process and hence the payment was not made. Eventually, oxygen was disrupted and the children died.
