Delhi Services department's disobedience is not contempt of court: Former Chief Secretary

Former Chief Secretary, Umesh Sehgal, said that the court did not issue a clear cut order on transfer. The court has left it on division and hence it is not contempt of court. He also said that a cabinet meet without information in an informal manner is wrong too. This is why Services department did not abide by Deputy CM Manish Sisodia's orders
