Why different quarantine rules in different states for same pandemic? | Samvidhan ki Shapath

Five days ago, Minister of Civil Aviation had announced that domestic air travel will be allowed in the country. Despite that, air carriers and airport authorities didn't seem prepared. Almost one-third flights were cancelled and on top of that, different states have come up with different quarantine rules which have further added to the confusion. This begs the question, why are there different quarantine rules to find fight the same pandemic of Coronavirus (Covid-19)?
