Parliament Winter Session HIGHLIGHTS: Hello and welcome to the Parliament Winter Session Live blog, please follow this space for all the latest updates and news on the Winter Session of the Parliament which began on December 4.
The winter session began just a day after the Bharatiya Janata Party swept the Assembly polls in three out of four states — Rajasthan, Madhya Pradesh, and Chhattisgarh.
On the tenth day of Parliament's Winter Session, Union Minister Arjun Ram Meghwal is to move the Repealing and Amending Bill, 2023 in the Rajya Sabha today for consideration and passing. On the ninth day, the Centre introduced three redrafted bills to replace the existing criminal laws by including various recommendations made by a parliamentary panel.
The Bharatiya Nyaya Sanhita Bill was introduced first in the Lok Sabha on August 11 along with Bharatiya Nagarik Suraksha Sanhita and the Bharatiya Sakshya Adhiniyam bills. The three bills seek to replace the Indian Penal Code, 1860, the Code of Criminal Procedure Act, 1898, and the Indian Evidence Act, 1872, respectively.
The Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023 was also passed in the Rajya Sabha, on Tuesday. The Bill, introduced on August 10, aims to regulate the appointment and service terms of the Chief Election Commissioner (CEC) and Election Commissioners (ECs) and replaces the 1991 Act, which lacked provisions related to their appointments.
Law Minister Arjun Ram Meghwal clarified that the new bill addresses the shortcomings of the previous Act and aligns with the Supreme Court's direction. Meanwhile, Jammu and Kashmir Reorganisation (Second Amendment) Bill, 2023 was also passed in the Lok Sabha.

Jharkhand Congress president Rajesh Thakur says, "PM and HM are unable to face people. On Security breach in the Parliament, Congress leader Ramesh Chennithala says, "Yesterday's incident is highly shocking. It is the duty of the government to come out with a statement in the Parliament. I thought that the Prime Minister or the Home Minister would come to the Parliament with a statement. Yes, the Parliament is under the Speaker, but it is under the government also. It is in the country. Whatever happens in this country should be reflected in the Parliament... 'Very Unfortunate': Union Minister Pralhad Joshi Condemns Parliament Security Breach
"We strongly condemn the incident that happened yesterday, it is very unfortunate. The responsibility of this Parliament building comes under the Speaker. He is the custodian of the House.
