Breaking News LIVE, December 11, 2021: Hello and Welcome to the Daily Live Blog of ABP Live! We bring you the latest breaking news and updates from the day.

Prime Minister Narendra Modi will visit Uttar Pradesh's Balrampur district on Saturday and inaugurate the Saryu Nahar National Project which will provide assured water for irrigation of over 14 lakh hectares of land and benefit about 29 lakh farmers of the region, his office said.

The Prime Minister's Office (PMO) said the project has been built at a total cost of over Rs 9,800 crore, out of which more than Rs 4,600 crore was provisioned in the last four years.

Taking a swipe at earlier dispensations, Modi said the work on the project had begun in 1978 but was never completed before his government took measures to complete it.

He tweeted, "You would be shocked to know that work on the Saryu Nahar National Project began in 1978 but for decades, the project was never completed. Costs increased and so did people's woes. A project that was incomplete for four decades has been finished in four years."

The project involves interlinking of five rivers -- Ghaghara, Saryu, Rapti, Banganga and Rohini -- to ensure optimum usage of water resources of the region.

"I would be in Balrampur, Uttar Pradesh tomorrow, 11th December for a very special programme -- inauguration of the Saryu Nahar National Project. This project will solve irrigation related problems in Eastern UP and help our hardworking farmers," Modi said.

The work on the project started in 1978 but due to lack of continuity of budgetary support, interdepartmental coordination and adequate monitoring, it got delayed and was not completed even after nearly four decades, the PMO said.

In another important development, Maharashtra reported seven new cases of the Omicron variant of coronavirus on Friday including a three-and-half-year-old girl which took the tally of such infections to 17, the state health department said.

Overall, Maharashtra recorded 695 new coronavirus cases during the day.

Three new Omicron cases were found in the state capital Mumbai.

As per the recent report from the National Institute of Virology, seven new Omicron cases have been reported in the state, three from Mumbai and four from the Pimpri Chinchwad Municipal Corporation, the official release said.

The three patients from Mumbai were all male, aged 48, 25 and 37 with recent travel history of Tanzania, the UK and South Africa-Nairobi, respectively, the health department said.

As per the Brihanmumbai Municipal Corporation, the traveler who returned from Tanzania was a resident of the densely-populated Dharavi slum area, but he was asymptomatic and isolated before he mingled in the community.

Other four new patients were reported from the Pimpri Chinchwad Municipal Corporation (PCMC) in Pune district. They are all contacts of three women who had arrived from Nigeria and were found to have Omicron infection earlier, the release said.

Of the seven new patients, four were fully vaccinated, it added.

One patient has received a single dose of the coronavirus vaccine while one patient has not been vaccinated. Another patient is three and a half years old and not eligible for vaccination," the release said.

Four of the new patients were asymptomatic while other three have only mild symptoms, it added.

The release said 61,439 international travelers have arrived in the state via Mumbai, Pune and Nagpur airports since December 1. Of these, 9,678 were from 'at-risk' countries.

The Mumbai civic body BMC on Friday said the tally of Omicron patients in the city increased to five.

The traveler from Tanzania is a resident of Dharavi. He tested positive for COVID-19 on December 4, has mild symptoms and he had not taken any dose of vaccine against the COVID-19, according to the release.

His two close contacts tested negative for viral infection.

The 25-year-old traveler returned from London, tested positive for COVID-19 on December 1 and he had taken both the doses of the vaccine. He had no symptoms of COVID-19.

The 37-year-old Gujarat resident tested positive to COVID-19 on December 4 after arrival. He was shifted to hospital directly from the airport and he has mild symptoms, though he was fully vaccinated, the BMC said.

Earlier in the day, Maharashtra Deputy Chief Minister Ajit Pawar had said that five out of seven Omicron patients in Pune district have now tested negative for the infection.

Meanwhile, the Assam Cabinet on Friday decided to amend laws to increase representation of women in municipal bodies by providing them with reservation for 10 years so that they can take part in the decision-making process more effectively.

The meeting, chaired by Chief Minister Himanta Biswa Sarma, decided to amend the Assam Municipal Act, 1956, and the Guwahati Municipal Corporation Act, 1969 for the purpose, Water Resources Minister Pijush Hazarika said while briefing the media after the meeting.

The Cabinet also gave its nod to a proposal for establishing the Assam Agroforestry Development Board for incentivising farmers to take up the planting of trees in their land and this will serve as a platform to establish a partnership among farmers, industry, and other stakeholders.

The Cabinet also decided to provide government jobs to the next of kin of two persons, Indreswar Bora and Parismita Das, who died in the Majuli boat mishap on September 8, Hazarika said.

It was also decided that the Assam Jail Service Rules, 1986 would be amended to change the minimum educational qualification for the post of female warden, under the Directorate of Prisons to High School Leaving Certificate (HSLC).

It was also decided to allot 8.02 acres of land here to Heraka Seva Trust for the construction of a cultural centre to promote unity among people, Hazarika added.

The Cabinet approved the Assam Procurement Preference Policy, 2021 under which preference will be given to local micro and small enterprises along with start-ups of the state.

The Council of Ministers also decided to set up a super speciality hospital in collaboration with IIT, Guwahati on their campus.

Rahul, Priyanka to take part in Congress party's Jaipur rally against inflation

(PTI): Congress leaders Rahul Gandhi and Priyanka Gandhi Vadra will participate in the proposed rally against inflation here on Sunday, party's Rajasthan incharge Ajay Maken said.

He said the "national rally" will also be attended by chief ministers and former chief ministers of other states.

Whether Congress president Sonia Gandhi will also join the rally will be known on Sunday itself, Maken told reporters at a press conference.

Addressing the media here, Congress General Secretary Randeep Singh Surjewala targeted Prime Minister Narendra Modi-led National Democratic Alliance (NDA) government for its policies and decision that he said have "led to rising inflation" in the country.

He alleged that every decision of the Modi government was anti-people. Economic activities derailed after the decision of demonetisation, Surjewala claimed.

"Every decision of the Modi government is anti-people. Small and medium industries collapsed. Neither Naxalism, terrorism ended nor black currency was eliminated. Unemployment rate in the country is 10 per cent. Defeat Modi and BJP to get rid of rising inflation," Surjewala said.

Highlighting rising prices of fuel and cooking oil, he said petrol and diesel prices have crossed Rs 100 per litre, cooking oil costs Rs 200 per litre, tomatoes cost Rs 80-100 per kg.

"Only 10 people in the country have 57 per cent of total money. Rich are getting richer and poor are getting poorer," Surjewala said.

Replying to a question that the Congress is misusing government machinery, Surjewala said, "Modi ji visits Uttar Pradesh and (Chief Minister Yogi) Adtiyanath ji holds rally and gets resources arranged through officers, but when the Congress holds rally on its own expenses then the BJP levels allegations."

Rajasthan Congress president Govind Singh Dotasra said the coronavirus protocol will be Covid-19 protocols.

He said that chairs have been arranged, masks will be provided, temperature will checked.
