Assam: Punjab Police Arrives In Dibrugarh Jail To Take Amritpal Singh To Delhi For Swearing-In

A Punjab Police team arrived to escort jailed Khalistani supporter Amritpal Singh to Delhi from Assam's Dibrugarh Jail for his oath-taking as MP.

A Punjab Police team consisting of eight members arrived in Assam on Thursday to escort jailed 'Waris Punjab De' activist Amritpal Singh to New Delhi for his swearing-in as a Member of Parliament, an official said. Singh, who won the Khadoor Sahib Lok Sabha seat in Punjab, has been granted four-day parole for the ceremony.

The Khalistani supporter, who won the Khadoor Sahib Lok Sabha constituency in Punjab during the recent parliamentary elections while imprisoned in Assam's Dibrugarh district, is set to take his oath on Friday.

Led by a Senior Superintendent of Police (SSP), the police team reached Dibrugarh Central Jail in the afternoon to escort Singh to New Delhi via a special flight with tight security for his swearing-in on Friday.

As per the PTI report, the lawyer of Amritpal Singh, Rajdev Singh Khalsa mentioned that he will be taken to Delhi aboard a "military aircraft" for the ceremony.

Singh’s parole conditions are strict, prohibiting him and his relatives from making any public statements during his time in New Delhi. Additionally, all forms of media coverage, including videography or statement circulation, are banned. Singh has also been directed not to engage in any activities that could threaten national security.

Parole Conditions

The parole order for Amritpal Singh, which includes ten conditions, defines that the temporary release period will encompass the travel time between Dibrugarh Central Jail and New Delhi.

As per the order, Singh is restricted to New Delhi's territorial jurisdiction during his temporary release.

"Neither Amritpal Singh nor his relatives are permitted to record or distribute any statements made by him in any electronic form," the order stated.

He is also required to "avoid any actions or statements that could compromise national security," it added.

Relatives defined under Section 2 (c) of the Punjab Detenue (Condition of Detention) Order, 1981, are allowed to visit him while he is in New Delhi, the order noted.

Regarding security, the order describes that Singh will be accompanied by a suitable number of police personnel as determined by the Senior Superintendent of Police (SSP), Amritsar (Rural), from the moment of his release until his return to prison.

When Singh is within the Parliament premises, he will be with the police or other security personnel as approved by the Secretary General of the Lok Sabha.

Outside of Parliament sessions, Singh will be housed at a location in New Delhi deemed appropriate by the SSP, Amritsar (Rural), considering security factors.

The SSP will coordinate with the Lok Sabha Secretary-General to ensure compliance with the conditions.

Amritpal Singh Was Arrested In Moga's Rode Village: Amritsar DM

As per the report of PTI, Amritsar District Magistrate Ghamshyam Thori said on Wednesday, "Amritpal Singh has been granted parole for up to four days or less beginning July 5 with certain conditions that have been communicated to the jail superintendent, Dibrugarh." Singh, the leader of the "Waris Punjab De" outfit, was detained under the National Security Act along with his 9 associates.

He was arrested in Moga's Rode village after a violent incident on February 23, when he and his supporters stormed the Ajnala police station with swords and guns, clashing with officers to free one of his aides.

Security arrangements during his temporary release and stay in Delhi will be overseen by the SSP, Amritsar (Rural). Last month, Singh’s parents, Tarsem Singh, and Balwinder Kaur, along with his wife Kirandeep Kaur, visited him in Dibrugarh Central Jail after his Lok Sabha victory.

Amritpal won with a margin of 1,97,120 votes as an Independent candidate, defeating Congress's Kulbir Singh Zira, with leader of AAP Laljit Singh Bhullar securing third. Singh garnered 4,04,430 votes, while Zira and Bhullar received 2,07,310 and 1,94,836 votes, respectively.

Since March 19 last year, ten members of the 'Waris Punjab De' group, including Amritpal and one of his uncles, have been detained in Dibrugarh Central Jail under the National Security Act, after a crackdown on the organisation.
