Delhi Minor Rape Case: Victim Had Panic Attacks, Facts Of Matter Emerged During Treatment, Says Top Cop

Police arrested a senior Delhi government official accused of raping his deceased friend's minor daughter and causing her pregnancy. A senior cop revealed that the victim suffered panic attacks after her ordeal.

New Delhi: Police on Monday arrested the senior Delhi government official who was booked for allegedly raping his deceased friend's minor daughter and causing her pregnancy. His wife was also been arrested for allegedly giving the girl pregnancy termination medication. Deputy Commissioner Of Police (DCP) North District Sagar Singh Kalsi said, "We have arrested two accused in connection with this case. One of them is Premoday Khakha, 51 years old, he is a Deputy Director in the Department of Women & Child Development of GNCT and the second accused is his wife, Seema Rani, 50 years old."

The accused, a deputy director in Delhi's Women and Child Development department, is facing charges for allegedly raping a friend's minor daughter multiple times and causing her pregnancy, as reported by the news agency PTI. He accommodated the girl and her family at his residence following her father's demise on October 1, 2020.

Explaining the facts in the case, he informed that the accused became a local guardian of the victim after her father's death and she used to call him "maamaa (uncle)". The families knew each other for about 20 years as they went to a Christian mass commune.

The victim is undergoing treatment and is currently stable, he stated. On the wife's arrest, DCP Kalsi said, "We have arrested Seema Rani as she was also aware of the incident and she has been effective in getting the abortion done."

"The father died in October 2020 and due to family circumstances after that, her mother deem fit to send her to the guardian's residence as he also has a son and a daughter," the senior cop.

He said that according to the victim, she was raped in the months of October end, November, and December of 2020.

"After that, she came back to her mother's home. She was in a state of turmoil. According to the doctors, she was agitated, perplexed, and off late in months of late-Jule and August first week, she began experiencing panic attacks," he revealed.

According to DCP Kalsi, the mother of the victim took her to the hospital and she was admitted there. The victim underwent counseling and during her treatment, these facts emerged.
