The case was initially registered by the Peddabayalu Police Station of Visakhapatnam and later re-registered by the NIA in June 2022.
According to the officials, the case was registered based on the complaint filed regarding the recruitment of Radha to the cadres of CPI (Maoist). The allegation in the complaint indicated that the accused Dongari Devendra, Dubasi Swapna, and Chukka Shilpa encouraged Radha to join the Chaitanya Mahila Sangham (CMS), radicalised her, and then recruited her to the banned CPI (Maoist), which was run by underground Maoists RK (now deceased), Uday, and Aruna.

The investigation revealed that the defendants, Dongari Devendra, Dubasi Swapna, and Chukka Shilpa, had indeed lured impressionable young girls to the CMS organisation under the pretence of social work. Depending on the girls' commitment to the organisation, these girls would be identified and sent to the CPI, a prohibited organisation (Maoist).
The investigations showed that the accused Dongari Devendra, Chukka Shilpa, and Dubasi Swapna had recruited and attempted to attract numerous girls to the CPI (Maoist).
The accused, Devendra, had taken Radha to the forest under the pretext of providing medical assistance to someone, and Uday and Aruna coerced her to join the proscribed organisation.
The role of the CMS, an organisation, and its leaders, in the larger conspiracy, is being looked into. Further investigations into the matter are on.
